External Scheduling not possible?

Hi All,
 
One of our customers need Microsoft Project as an External Scheduler and we are trying to set this up to connect to our Project Operations environment as we don't want to use the Project For The Web and only use Microsoft Project instead - 
 
And when we try to connect to Project Operations, we're seeing this error - 
 
 
Also, further upon reviewing the document, we discovered that we need to set the Scheduling Engine to /External Scheduling/, but the Microsoft OOB plugins don't allow us to do so.
Also, the document says that this is available only for PSA to PO Upgrade and not for a new deployment?
 
Please advise on how we can use this for the new deployments as well since our customers are using Microsoft Project heavily and want to leverage scheduling using the add-in externally while using PO for all other operations.

    Following up on the above - it appears that the error message I posted has not rendered, so pasting it again
     
    And when we try to connect to Project Operations, we're seeing this error - 
     
    Any thoughts on how I can enable this for Microsoft Project?
