Does any role can browse all records in all modules as system administrator but have read-only right?

    Apart from the information shared below, you can also read the blog from Alex Meyer: An Update to 'Creating a Read Only Role for D365FO – User Interface' - Alex Meyer
     
    Using any method as shared to you in this question have pros and cons. Standard privileges includes table permission overrides for tables part of the Table Permissions Framework. With the solution from Alex, you would need to identify which tables and fields to add, otherwise they are not visible. See my blog where you can download an Excel file with the details on version 10.0.33 (I need to update this one...) Securing a menu item is not enough - table permissions - Dynamicspedia

    Next, you would need to check ALL forms if there are buttons that are not secured that can execute code and in this way still make changes. These buttons are then form controls without a setting for NeededPermission (form control property). Then regardless read or update permissions on the form, the button is clickable by any user.

    there's no role that does this, you have to create a custom role.

    No.  You'd have to construct your own custom role with read only rights to all modules.
