CustomerVoice Project Ownership

A client of mine has a bunch of projects where no one can seem to access the survey in Customer Voice. I've identified the ownership varies from individuals to the team structure - but, I've also noticed that most of the named Teams don't turn up in Azure / M365.
 
So, I exposed the Project / Survey table into an app and then tried to manually assign the record - which technically it did, but didn't resolve the problem.
 
I feel like I'm missing something on the ownership model - beyond simply being the initial owner and then sharing which turns the owner into a dynamically generated team.
 
Anyone point me in the right direction here please?
